موقف غير… “جميل”!

“إنه موقف غير جميل حقاً… يا جميل”. قال مُحدِّثي معلقاً على صورة زعيم حزب “تواصل” على الشاشة متحدثاً في قناة “الجزيرة”. شخصياً لا أعرف إن كانت المواقف السياسية تدخل عادةً ضمن ما يمكن أن يوصف بالجمال. ولا أعرف إن كان في السياسة نفسها أصلاً شيء من الناحية المعيارية “جميل”. أما محدثي فلديه قناعة راسخة، بأن الموقف الذي اتخذه قادة الأحزاب المُشكلة لـما سُمي “الجبهة الوطنية للدفاع عن الديمقراطية”، يبدو موقفاً غير “جميل”، من المنظورين السياسي والمبدئي معاً، والمسألة عنده مسألة قناعة ومبدأ، يهون في سبيلها عدم الاحتشاد في دلالة الألفاظ.
غير “جميل” لأنه يبدو غير مثمر عملياً، ولا يحفز على الاعتقاد بأنه يتأسس على تعلق أصيل بالقيم الديمقراطية، بمعناها الصحيح مبدئياً. بل لعل العنف اللفظي في كلمة “الجبهة” -يقول محدثي- يبدو استراتيجية في التسمية مناقضة لـ”الديمقراطية” نفسها. “أول القصيدة كفر”، وفأل غير حسن إذن؟ لا أعرف جهة سياسية تتسمى بكلمة “جبهة” سوى الحزب الفرنسي المعروف “الجبهة الوطنية”. إنها تسمية مُفخخة، وجديرة بأن يوضع تحتها خطان كبيران: “خطان متوازيان لا يلتقيان”.
وغير “جميل” لأن ماضي الخبرة السياسية لهذه الأحزاب، وبعض ما هو مسجل في تاريخ زعمائها، كان كفيلاً بتجنيبهم موقفاً كهذا أقل ما يمكن أن يوصف به هو التسرُّع، حتى لا أقول الفجاجة والخفة السياسية.
وغير “جميل”، أخيراً وليس آخراً، لأن التباكي على اللبن المسكوب، في ثقافتنا الشعبية، عادة من مناقب “غابون”، وخاصة أن الأوان قد فات… وكل ما هو آتٍ آت… ليلٌ داج، ونهارٌ
ساج، وسماء ذات أبراج!
انتهت نوبة السجع التي تلبست مُحدِّثي حتى أوصلتنا إلى تخوم الكلام عن الأبراج وضرب الودع. لكن عجبي أنا لم ينتهِ. فلئن كان مفهوماً تباكي أيتام حزب “عادل”، وهم أهل المصاب والدار والجدار المنقض، حينما تهاوى أمام أعينهم، في طرفة عين، هرم الأوهام الذي أقاموه خلال الأشهر الأخيرة بكثير من الأكروبات وبحرفية سيرك سياسي محنك. وبالكثير من ألعاب خفة اليد السياسية ظنوا أنهم لم يتركوا شيئاً فيه للصدفة. ولئن كان “التحالف” يشعر بقلق -مبرر- من ألا ينال في أية ترتيبات سياسية جديدة كل ذلك العدد من الحقائب الوزارية التي أصبحت طرق الحصول عليها هي كل برنامجه السياسي وغاية همِّه من الدنيا -وربما من الآخرة أيضاً- فإن انضمام “اتحاد القوى” و”تواصل” المجاني إلى مناحة المتباكين على النظام المخلوع، يبدو، حقيقةً، مستغلقاً على الفهم في ضوء معتاد وسويَّة التحليل السياسي، إن لم يكن أصلاً أعجوبة من عجائب السياسة نفسها.
ذلك أن للطرفين تجربة مريرة مع الرئيس المخلوع ورئيس وزرائه، وحزبه -هل أقول المخلوع أيضاً؟- فبعد كثير من المصانعة والتقرُّب الذي يلامس حدود التذلُّل، سُمح لهما بالدخول أخيراً إلى حكومة يحيى. ولكن وزراء الحزبين طردوا -يقول محدثي- “شر طردة”! ووُدعوا من الباب “الصغير”! في حكومة يحيى الثانية التي ظنوا أنها ستحيى، فلم تكُ تحيى، وكان أمر الله فيها مفعولاً.
والأنكى في المسألة، والأوجع والأفجع والأبشع… والأبكى -يقول- أن كل تلك التجربة المريرة لم تكن سراً، بل حدثت على هواء تغطية الإعلام الـ”مباشر” وبشكل استعراضي أوبرالي يفتقر إلى أبسط أبجديات الذوق واللياقة السياسية، حيث تبرأ النظام المخلوع من الحزبين على رؤوس الأشهاد، وتهرب منهما كما يتهرب السليم من الأجرب والأجذم، وقال لهما: ما عليَّ اليوم إلا نفسي… وصُنتُ نفسي عما يدنِّس نفسي… وكلاماً آخر كثيراً يُستحسن عدم ذكره.
والحال أن ثمة شعوراً طاغياً اليوم في أوساط زعامات الأحزاب المذكورة بأن المزيد من الإيغال في مواقف عدم التكيف السياسي، هو أقصر طريق للاستثمار في المستقبل. فهم، من جهة، برفعهم لأصوات المعارضة، وبانخراطهم في نوبات المناحة على الفرصة الديمقراطية “الموءودة” المزعومة، وبمزيد من التصنُّع والتمنُّع الآن في وجه النظام الجديد، يتصورون أن سيصيبون عصفورين بحجر واحد! فيظهر من كانوا متهمين بالأصولية والشمولية في نظر “المجتمع الدولي” باعتبارهم أنصاراً حقيقيين للديمقراطية، وعلى النمط الغربي، ويا حبذا لو قيل “الأمريكاني” مثلاً. (وعلى ذكر الأمريكان فقد كانت تصريحات بعض زعماء الأحزاب الأربعة يوم الانقلاب مطابقة لتصريحات كوندوليزا رايس… ووقع الشاعر على الحافر… فتأمل!).
ومن جهة أخرى يرفعون مزاد الثمن الذي يستطيع النظام الجديد عرضه عليهم، ليغيروا مواقفهم منه، خاصة أن في هذه الأحزاب من هو معروف بانتهازية سياسية لا ترد يد لامس. ومن هو ابن بطوطة حقيقي، غير مجازي، في مواقفه وتحالفاته وولاءاته.
وهذه الحسبة قد يكون فيها نوع من فائض التسيُّس (و”الحسبة” هنا مشتقة من الحساب، وليست من الاحتساب، أو يوم الحساب)، وقد تكون أيضاً مجرد وجهة نظر حزبية ساذجة، أو تكتيكاً سياسياً عاثراً ومنحوساً.
ولكن، في عالم السياسة كثيراً ما تختلف حسابات الحقل عن البيدر. وكثيراً ما تتكشف الآمال العراض عن آلام عراض. بمعنى، أن النتائج قد تأتي عكسية. فيخطئ المستثمرون الآن في سياسات تلميع السراب البعيد فرصة إصابة عصفور واحد بحجرين، أو حتى بحجارة كثيرة، فيما بعد. وهذا هو ما سيقع على الأرجح، في نهاية رهان جميل ومسعود… وولد مولود.
فالرهان على أن المجتمع الدولي سيفرض على النظام الجديد إعادة الرئيس المخلوع ورئيس وزرائه رهان تنقصه الحنكة، ويفتقر إلى الخيال السياسي. وذلك لسببين:
أولاً: انعدام الإرادة السياسية دولياً لإعادة النظام السابق. لأن واشنطن مشغولة الآن في ذروة حملتها الانتخابية الرئاسية، وما يمكن أن تستفيده في إطار هذه الحملة من كل ما له علاقة بموريتانيا استنفده الرئيس بوش منذ زمن بعيد، حين خطب عدة مرات وتحدث عما جرى في موريتانيا باعتباره إنجازاً من إنجازات مشروع الدمقرطة في الشرق الأوسط الكبير الذي بشر به. ومن ثم فإنه لا يمتلك الآن ترف تضييع وقت في الحديث عما يجري في انواكشوط، أو إنتاج استجابات قيصرية تجاه ذلك البلد الفقير البعيد الذي تذكِّره مشاهده على الشاشة بمِحن وأهوال ليلة سقوط النسر الأسود في مقديشو.
والأرجح أن يسعى بوش لتلزيم وترسية مقاولة علاج الحالة في موريتانيا لحليفه وتابعه الرئيس ساركوزي، بأن يتخلى له عن الورقة الموريتانية كبادرة حسن نية، أو ترضية، مع توصية خاصة بعدم ترك ذلك البلد يتحول إلى “دولة فاشلة” أو حاضنة لـ”الإرهاب” أو ما شابه ذلك من عبارات دارجة في رطانة اللغة السياسية الأميركية.
وساركوزي معروف بعدم اقتناعه بجميع التزامات فرنسا السابقة تجاه القارة السمراء. وينظر إلى دول القارة وأزماتها على أنها “فخار يكسر بعضه بعضاً”. وهو قبل كل شيء رئيس دولة عظمى، مهتم بتحقيق مصالحها، وليس بأي حال، رئيس جمعية “خيرية” يمضي سحابة يومه مرسلاً ذقنه بين كفيه مستغرقاً في تفكير عميق حول كيفية إرجاع التجربة الديمقراطية “السليبة” إلى الشعب الموريتاني. والأرجح أن ساركوزي على رغم اللغة الحدِّية في تصريح وزارة خارجية The Frensh doctor المتسرِّع، سيتكيف مع الحالة الجديدة في موريتانيا. هذا إن لم يكن قد تفاعل معها سلفاً، وفق ما توحي تحركات لوحظت ومؤشرات سُجلت.
أما الاتحاد الأفريقي فأقصى ما يستطيع فعله تجاه النظام الجديد هو تجميد عضوية موريتانيا، كما فعل. ويا له من خبر سار حقاً. فعضوية ذلك التجمع السياسي القاري الهجين المهلهل ذي الخواصر الرخوة والأزمات النازفة في كل الاتجاهات هي آخر المكاسب بالنسبة لموريتانيا. ومع تجميد العضوية، ستنعدم فرص التأثير الأفريقي على المسار الانتقالي المقبل في البلاد.
وبيروقراطيو أديس بابا لا يحبون ذلك، لأن لكل منهم قبيلة من الأفارقة لا عمل لها سوى الذهاب بصفة مراقبين لـ”الانتخابات” الأكثر من الهمِّ على القلب في القارة. وهؤلاء “المراقبون” لا يفعلون ذلك لوجه الله طبعاً، بل لقاء مرتبات خيالية تقتطع من التمويلات الأوروبية والدولية للانتخابات الأفريقية. وليس سراً أن أجهزة أديس بابا البيروقراطية الأخطبوطية هي صاحبة بدعة ما يسمى بسياحة المؤتمرات، وصناعة الاقتصاد السياسي للانتخابات. والمسألة، أولاً وأخيراً، بالنسبة لها مسألة منافع وأكل عيش وتسبُّب. ومن يدفع، هو في النهاية من يتربَّع… ويسمع.
أما المأسوف عليه “اتحاد المغرب العربي” فسيكون خبراً ساراً لو تدخل في الموضوع لأن ذلك سيكون دليلاً على أنه عاد إلى الحياة حقاً. ومفهومٌ أن عواصمه هي آخر من يستطيع المزايدة على الحركة التي جرت في موريتانيا، وهي، استطراداً، آخر من يحق له الحديث عن “الديمقراطية”. وجامعة الدول العربية، لا تهش ولا تنش، كما يقال، فلديها من الهم والغم، والأزمات، ما يكفي… ويفيض… ومنظمة المؤتمر الإسلامي لن تطالب بإعادة نظام خلع ومضى وانقضى، وانتهت أيامه. أولاً لأن الإسلام نهى عن النياحة. وثانياً: لأن إكرام الميت دفنه، بما يليق من توقير، وعلى السُّنة.
ثانياً: انعدام ورقة الضغط الإعلامي. ذلك أن جميع الكاميرات والعدسات وأقلام المراسلين، وبؤر الأضواء والجذب الإعلامي الدولي ستتركز ابتداء من يوم الجمعة 8/8/2008 على العاصمة الصينية، وألعابها الأولمبية. وليست هذه سابقة، فقد وقتت دول كثيرة أحداثاً سياسية مفصلية بحيث تقع في لحظة لا صوت فيها يعلو فوق صوت الأولمبياد. وفي الذاكرة الخطة السوفييتية الشهيرة بجعل اجتياح أفغانستان سابقاً بقليل على انطلاق أولمبياد موسكو، وهو ما أدى إلى مقاطعة الدول الغربية لذلك الأولمبياد. وطيلة الشهر الجاري تعتبر جميع فرص التغطية الإعلامية، وأوقات البث عبر الأقمار الاصطناعية، محجوزة سلفاً، وبقوة، لأولمبياد بكين. وإن فاض شيء من الجذب الإعلامي الدولي عن الرياضة إلى السياسة، فسيكون عن التبت وحقوق الإنسان في الصين. ولن يكون هنالك فائض تغطية لموضوعات أخرى.
وبعد تمام “هدنة” الشهر الأولمبي ستكون المطالبة بعودة النظام المخلوع في موريتانيا لعباً في الوقت الضائع تحظره قواعد اللعبة، إن لم تكن -بالمختصر المفيد- ضرباً من العبث.
وعندها تكون المواقف النائمة المبيتة الآن، قد خسرت الكثير من أوراق “الجوكر” وفقدت قوتها الناعمة. ومن ثم سيكون حجم المعروض صغيراً جداً وممضوغاً. لأن الجود من الموجود. ولأن كل حفرة ستكون قد شربت ماءها. وطارت الطيور بأرزاقها. وعندها سيجد من يتباكون الآن كثيراً، رغبة قوية في البكاء أخيراً.
