صحافة لندن : كيف فشل الحصار على قطر .. وماهي نتائجه العكسية؟
أنباء انفو- نشرت صحف بريطانيةبينها مجلة “إيكونوميست” اليوم الجمعة 16 يونيو 2017 تقارير عن حالة الحصار التي تعيشها دولة قطر، متسائلة: ماذا يعني أن تكون تحت الحصار؟
ويشير تقرير صحيفة “إيكونوميست”، الذي ترجمته “عربي21”، إلى بعض الصور التي وردت في هاشتاغ “الدوحة تحت الحصار”، التي فيها بذخ ويخوت جاهزة للهروب، مستدركا بأنها دولة تعد من أعلى دول العالم دخلا؛ نظرا لصغر حجمها، وقلة عددها سكانها، وثروة الغاز الطبيعي الذي تملكها.
وتقول المجلة إن “البلد شهد نقصا مؤقتا في الدجاج والحليب، إلا أن رفوف المحلات امتلأت من جديد، لكن بحليب من صناعة تركية، وأربعة آلاف بقرة جلبها مواطن قطري؛ لتسهم بسد حاجة البلد من الحليب”.
ويجد التقرير أن “الحصار الذي فرضته السعودية والإمارات وعدد آخر من الدول؛ لاتهامها الجارة الصغيرة بدعم الإرهاب، والتقارب مع إيران، التي نفتها، لم ينجح، بل ترك آثارا عكسية”.
وتلفت المجلة إلى أن “تركيا زادت من إمدادتها لقطر، وأرسل المغرب وإيران مواد جديدة، وتوصلت الدولة إلى اتفاق مع عُمان، يسمح لسفنها باستخدام موانئ بديلة عن الموانئ الإماراتية، بالإضافة إلى أن التبادل التجاري بينها وبين جيرانها ليس كبيرا حتى قبل إغلاق هؤلاء الحدود، فمعظم غازها يذهب إلى آسيا، ويتدفق بشكل عادي، وكذلك اقتصادها الذي ستتم تقويته من خلال الإنفاق العام على البنى التحتية، وسيواصل النمو”.
وينقل التقرير عن وزير المالية القطري علي شريف العمادي، قوله إن قطر “مرتاحة” فيما يتعلق بالوضع المالي، فالاحتياطي الأجنبي يساوي 250% من الدخل العام، وهو ضعفا الناتج المحلي العام السعودي، ولهذا فإن قطر تستطيع تحمل الضغوط على عملتها، لافتا إلى أنه بعد أن انخفضت الأسواق المالية في بداية الأزمة، فإنها عادت للاستقرار.
وتستدرك المجلة بأن “هناك ملامح للقلق، خاصة أن الطرق الجديدة التي وجدتها الدوحة للنقل قد تأخذ وقتا طويلا وتكلف الكثير، حيث وضعت وكالة التقييم الائتماني (فيتش) قطر على قائمة الرقابة السلبية، ما أخاف المستثمرين الأجانب، وقد تجد البنوك صعوبة في التمويل، ما قد يؤثر على النمو الائتماني، الذي غذى الاقتصاد في السنوات السابقة”.
وينوه التقرير إلى أن الخطوط القطرية، التي أعلنت عن أرباح قياسية، تأثرت بمنعها من استخدام الأجواء السعودية والإماراتية والبحرينية والمصرية، ما وضع قطر بصفتها نقطة نشاط جوي محل تساؤل.
وتعتقد المجلة أن “أمل السعودية والإمارات بتسبيب الضرر لقطر، ودفعها للرضوخ لمطالبهما قد فشل، فالقطريون يؤكدون أنهم لا يعرفون ماذا يريد الذين اتهموهم منهم، وينفون دعم المتشددين الإسلاميين، ويقولون إن دول الخليج الأخرى، مثل الإمارات، تقيم علاقات مع إيران، وطرحوا أسئلة حول القائمة التي أعدتها السعودية والإمارات، التي ربطت 59 شخصا و12 جماعة بالإرهاب، وبعض هذه الكيانات ليست موجودة في قطر، وتقيم علاقات مع السعودية”.
ويذهب التقرير إلى أن “ما يثير حنق السعودية والإمارات هو رفض قطر، وعلى مدار عقدين، الالتزام بالخط الذي رسمته القوى الكبرى في المنطقة، مع الإشارة إلى قناة (الجزيرة)، التي سمحت للمعارضين، خاصة الإسلاميين، بالتعبير عن آرائهم، ووقفت مع الثورات العربية في عام 2011، في الوقت الذي راقبت فيه دول الخليج الأحداث بخوف، ولهذا دعمت السعودية والإمارات النمط القديم من القادة العسكريين، مثل عبد الفتاح السيسي، حيث يرى إبراهيم فريحات من معهد بروكينغز في الدوحة أن الخلاف الحالي هو (معركة ثانية للربيع العربي)”.
وتفيد المجلة بأن المبادرة الكويتية لم تصل إلى نتائج، حيث تهدد السعودية والإمارات بتغريم الشركات التي تتعامل مع قطر، مستدركة بأن زعزعة استقرار الخليج بهذه الطريقة ستضر باقتصادياتهما، حيث يقول العمادي: “لو خسرنا دولارا فإنهم سيخسرون دولارا في المقابل”.
وبحسب التقرير، فإن قطر التزمت بالهدوء، وطلبت من الإعلام الابتعاد عن تحريك المشكلات، ولم ترد على الإجراءات التي اتخذتها الدول الأخرى بطرد رعاياها، بل استعانت بشركة قانونية لوزير العدل الأمريكي السابق جون أشكروفت؛ للمساعدة في جهودها من أجل قطع تمويل الإرهاب.
وتختم “إيكونوميست” تقريرها بالإشارة إلى أن “الخلاف يمتد عميقا، ولا أحد يشعر بالضغط، لهذا دخلت الأزمة مرحلة الركود، ولا أحد يتوقع حل المشكلة سريعا، وفي النهاية فإن القطريين هم الذين سيخسرون الكثير”.
