الجزائر تعلن تعزيز نظام “المقايضة” التجارية مع موريتانيا
أنباء انفو- أعلنت السلطات الجزائرية توسيع لائحة السلع التي يمكن أن تستفيد من نظام المقايضة بالسلع والبضائع لتعزيز عمليات التبادل التجاري مع موريتانيا ودولتين أفريقيتين أخريين.
القرار الجديد سيكون بديلا للمعاملات المالية بهدف الحفاظ على احتياطات العملة الصعبة.
وأعلن الرئيس الجزائري عبد المجيد تبون خلال إشرافه امس، على افتتاح النسخة الـ31 لمعرض الإنتاج الجزائري، إنه “لا بد من العمل بصفة مستعجلة، خلال سنة 2024، سنفتتح قائمة سلع للمقايضة مع موريتانيا والنيجر ومالي، ولا بد من أرقام دقيقة وليس تقريبية”.
ومن شأن هذا القرار أن يتيح لتجار ست ولايات حدودية مع الدول الثلاث زيادة حجم تبادل سلع بسلع مع تجار وموردي الدول الأفريقية الثلاث، من دون معاملات نقدية، تماشيا مع ظروف تلك المناطق الحدودية، بهدف تسهيل تموين السكان المقيمين في هذه الولايات، خاصة بسبب بعدهم عن مراكز التموين والإنتاج المتمركزة في وسط وشمال الجزائر.
وتسمح السلطات الجزائرية لأي تاجر جملة مقيم، أو شركة مسجلة، في هذه الولايات، بممارسة تجارة المقايضة الحدودية، شرط توفير هياكل التخزين، والوسائل الملائمة لنقل البضائع، وتُحدَّد كل سنة قائمة تجار الجملة المرخص لهم بممارسة تجارة المقايضة الحدودية، مع احترام الأحكام التنظيمية والجمركية والجبائية ومقتضيات الطب البيطري والصحة النباتية المعمول بها.
وتسمح السلطات للتجار الجزائريين بتصدير ومقايضة، لصالح تجار دولتي النيجر ومالي، بضائع التمور الجافة والملح الخام والمنزلي، والأشياء المنزلية المصنوعة من البلاستيك والأواني البلاستيكية والألمنيوم والحديد والفولاذ، والبطانيات ومنتوجات الصناعة الحرفية والتقليدية والألبسة الجاهزة والصابون والزيتون وزيت الزيتون والعسل ومواد التنظيف ومواد التجميل والنظافة الجسدية.
وتسمح لهم في المقابل بأن يستوردوا من النيجر ومالي الماشية من الأبقارو الأغنام والماعز والجمال، والحناء والشاي الأخضر والتوابل، وقماش العمائم والذرة البيضاء وفاكهة المانجو والعسل وأغذية الأنعام، وألبسة سكان المنطقة الصحراوية وأقمشة تقليدية والعطور المحلية والمراهم الجلدية والصمغ العربي والملح الخشن، ومنتجات الصناعة التقليدية والحرف والسجاد والجلود والجلود المعالجة والعطور، ومنتجات الطب التقليدي والفول السوداني والمكسرات بكل أنواعها والفواكه الأفريقية والأناناس وجوز الهند، والسكر المخروط والأسماك وطحين الأسماك وطحين الذرة والألبسة والأقمشة ذات الاستعمال المحلي وعناصر تركيب الخيام.
