مصدر رسمي : مشروع خط أنابيب غاز نيجيريا- المغرب يدخل المرحلة الثانية
أنباء انفو- نقلت اليوم الأربعاء صحيفة القدس العربي عن مصادر رسمية، أن مشروع خط أنابيب الغاز نيجيريا- المغرب، الذي سيربط إفريقيا بأوروبا، يمضي قُدماً بخطوات مؤكدة، حيث تجري الآن المرحلة الثانية من الدراسات التفصيلية للمشروع، لا سيما على المستويين الهندسي والفني، قبل اتخاذ القرار النهائي المتعلق بالاستثمار والتنفيذ الفعلي في 2024.
وأفاد المكتب المغربي للهيدروكربونات والمعادن، أن مجموعتين اقتصاديتين دوليتين تعكفان حاليا على تنفيذ المرحلة الثانية، حيث تتولى الشركة الألمانية Intecsea / Worley الدراسات الفنية للمشروع، فيما أسندت للشركة الأسترالية ILF / Doris التي يوجد مقرها في لاهاي بهولندا، المساعدة في إدارة المشروع.
وأوضح المصدر أن خط الأنابيب سيتخذ طريقا بحريا في الغالب، مرورا بجزء كبير من الأراضي المغربية، من الداخلة إلى إقليم وزان حيث سيتصل بخط أنابيب الغاز المغاربي الأوروبي، وسيغطي 13 دولة أفريقية. كما سيوفر سعة قصوى من الغاز تبلغ 30 مليار متر مكعب سنويا، ويتيح توفير 18 مليار متر مكعب للتصدير نحو أوروبا.
وذكرت صحيفة “ليكونوميست” المغربية، اليوم الأربعاء، أن عمليات المسح الميداني التي تنفذها شركات متخصصة بدأت في آب/ أغسطس الحالي، وتستمر حتى أيلول/ سبتمبر المقبل، بالنسبة للجزء الشمالي من المشروع. وأشار المصدر إلى أن باخرة تنفذ العمليات الفنية حاليا بين مدينتي الداخلة المغربية وداكار السنغالية، مضيفا أن الدراسات الميدانية للآثار البيئية والاجتماعية سوف تبدأ الشهر المقبل.
وكانت اللجنة التوجيهية للمشروع اجتمعت في حزيران/ يونيو الماضي بالعاصمة النيجرية أبوجا، حيث ركز الاجتماع على الطرائق والترتيبات القانونية والمالية والمؤسسية.
وخلال هذا الاجتماع الذي نظمته “المجموعة الاقتصادية لدول غرب إفريقيا” جرى التوقيع على خمس مذكرات تفاهم بين المكتب المغربي للهيدروكربونات والمعادن، وشركة البترول الوطنية النيجيرية، ودول أفريقية أخرى هي غينيا وكوت ديفوار وليبيريا وبنين.
وتضاف مذكرات التفاهم الأخيرة إلى تلك الموقّعة العام الماضي مع المجموعة الاقتصادية لدول غرب إفريقيا، وأيضا مع موريتانيا والسنغال وغامبيا وغينيا بيساو وغينيا وسيراليون وغانا.
والتزمت الأطراف المعنية بتحقيق هذا المشروع الاستراتيجي الذي بمجرد اكتماله، سيوفر الغاز لجميع دول غرب إفريقيا، وسيسمح أيضا بطريق تصدير جديد إلى أوروبا. ويهدف خط أنابيب الغاز المستقبلي إلى أن يكون حافزا للتنمية الاقتصادية الإقليمية؛ إذ سيمتد على طول ساحل غرب إفريقيا من نيجيريا، عبر بنين وتوغو وغانا وساحل العاج وليبيريا وسيراليون وغينيا وغينيا بيساو وغامبيا والسنغال وموريتانيا إلى المغرب. وسيتم توصيله بخط أنابيب الغاز المغاربي الأوروبي وشبكة الغاز الأوروبية؛ كما ستزود النيجر وبوركينا فاسو ومالي بالغاز.
وتبلغ تكلفة هذا المشروع أكثر من 25 مليار دولار. ويؤكد مالام ميلي كياري، المدير العام لشركة النفط الوطنية النيجيرية، على وجود مؤشرات جوهرية وإيجابية بشأن التمويل النهائي، موضحا أن العديد من المؤسسات المالية قدمت طلبات في الموضوع، كما أعلن أن شركته سوف تستثمر 12.5 مليار دولار للحصول على حصة 50% في مشروع خط أنابيب الغاز بين نيجيريا والمغرب.
