آلبرايت ستونبريدج گروب ASG مؤسسة أمريكية تعنى بالبحث عن فرص الاستثمار حول العالم. وصل وفد منها موريتانيا إبان النصف الثاني من العشرية المنصرمة وزار عدة منشآت صناعية وأجرى لقاءات مع مسؤولين موريتانيين توصل من خلالها إلى نتيجة مفادها أن المجال الرعوي من الجوانب التي مازالت فرص الاستثمار فيه واعدة.
فرجعوا إلى مقر الشركة وقاموا باكتتاب مكتب دراسات أمضى ثمانية أشهر عاكفا على الموضوع قبل أن يزودهم بنتائج الدراسة، ومفادها أنه توجد عدة شركات تعمل في تصنيع الألبان وبيعها محليا، وبما أن ASG لا تنصح أبدا بالاستثمار في مشاريع تنافس الصناعة المحلية، فإن المكتب أوصى أنه يمكنهم استثمار 50 مليون دولار في مشروع بيطري متكامل يتمثل في مصنع عصري ينتج الالبان ومشتقاتها، والجلود وصناعتها وكذا اللحوم الحمراء، ويتم توجيه المنتوجات للتصدير حصريا.
بدأ المستثمرون في إجراء اتصالاتهم تمهيدا لانطلاق المشروع فسدت جميع الأبواب في وجوههم. إدارة التجارة الخارجية ؟ المدير مسافر، مندوبية الاستثمار ؟ المسؤول في إجازة…
في مرحلة ما اتصل بهم سمسار قال لهم إن بإمكانه تنظيم موعد مع وزير المالية ولكن بشرط أن يكون الموعد مع المسؤول الأول. قبل يوم الموعد وصل نواكشوط وفد رفيع المستوى يضم مسؤول المشروع وكبار شخصيات المؤسسة منهم أمريكية من أصول لبنانية تتحدث العربية. ذهبوا إلى مكتب الوزير ليدخل معهم في اجتماع رسمي، عرضو فيه الخطوط العريضة للمشروع وأجابهم الوزير بأن الموضوع مهم. بعد الاجتماع توجه الوفد صوب الباب فطلب الوزير من المسؤول الأول ان يرجع غدا وحده. في الوقت المحدد دخل المسؤول صحبة اللبنانية في مكتب الوزير وشرحوا له استحالة بقائه وحده مع أي موظف من المؤسسة. ثم بدأ اجتماع قصير خرج الاثنان منه مباشرة إلى السفارة الأمريكية حيث قدموا للسفير عرضا مفصلا عن جميع الخطوات التي تم اتخاذها في موريتانيا، ثم توجهوا مباشرة إلى المطار ثم باريس على متن الخطوط الفرنسية.
بعد أيام أرسلت المؤسسة إيميلا إلى شركائها الموريتانيين تبلغهم أن الأرضية الاقتصادية الموريتانية غير خصبة للاستثمارات في الوضع الحالي.
سنوات بعد وأد هذا المشروع، التقت المسؤولة صديقا مشتركا قالت له ما فحواه أن الوزير طلب منهم إما دفع مبلغ مالي حدده لهم، وإما إشراك شخص من أسرة رئيس الجمهورية سيعطيهم اسمه لاحقا. وأضاف أنه هو ليس سوى مأمور يأتمر بأوامر عليا.
وقالت إن كبار المستثمرين في العالم لديهم شبكة لتبادل المعلومات والخبرات، وأن ASG قامت بطبيعة الحال بإرسال ملخص ما حدث على الشبكة، مع توصية بتجنب الاستثمار في موريتانيا ما دام الوضع على ماهو عليه.
