الإستفتاء فى مالي : 97 في المائة من الناخبين مع الدستور الجديد
أنباء انفو- صادق 97 في المائة من الناخبين في جارة موريتانيا الجنوبية الشرقية (مالي) على مشروع الدستور الجديد الذي طرحته السلطات الانتقالية في هذا البلد الواقع غرب إفريقيا، وذلك وفق النتائج الرسمية المؤقتة التي نشرتها، اليوم الجمعة بباماكو، الهيئة الانتخابية.
وأفادت مفوضية الانتخابات، التي أعلنت هذه النتائج المؤقتة خلال حفل أقيم بالمركز الدولي للمؤتمرات في باماكو، بأن نسبة المشاركة في الاستفتاء بلغت 39,4 في المائة، حيث كان حوالي 8,4 ملايين مواطن مالي على موعد لإبداء رأيهم بنعم أو لا.
وعادة ما تكون نسبة المشاركة متدنية في مالي، لكن عملية التصويت التي جرت الأحد الماضي، تعذر تنظيمها في العديد من البلدات في وسط وشمال البلاد، إما بسبب الخوف من الهجمات الإرهابية أو لخلافات سياسية.
ويشكل الاستفتاء خطوة مهمة على طريق عودة المدنيين إلى قيادة البلاد في مارس 2024.
ويعد هذا الدستور الرابع بعد الدستور الحالي الذي يعود تاريخه إلى سنة 1992، وكذا دستوري 1974 و1960.
ويعزز الدستور الجديد صلاحيات الرئيس المستقبلي الذي سيحدد سياسة الدولة ويؤكد الارتباط بالنظام الجمهوري وعلمانية الدولة.
وتنص الوثيقة الدستورية على أن “الحكومة مسؤولة أمام الرئيس”، ولم تعد مسؤولة أمام الجمعية الوطنية، على أن تعود المبادرة في سن القوانين إلى الرئيس والبرلمانيين، وليس للحكومة والجمعية الوطنية.
وبحسب نص الدستور الجديد، فإن رئيس البلاد ينتخب لمدة خمس سنوات لولاتين على حد أقصى.
