موريتانيا تحصل على 86,9 مليون دولار أمريكي من صندوق النقد الدولي
أنباء انفو- صادق المجلس التنفيذي للصندوق النقد الدولي على عقد اتفاقيتين مدتهما 42 شهرا في إطار “التسهيل الائتماني الممدد” و”تسهيل الصندوق الممدد” مع موريتانيا، بقيمة 86,9 مليون دولار أمريكي.
ويتيح قرار المجلس التنفيذي صرف دفعة فورية لموريتانيا بقيمة 21,7 مليون دولار أمريكي، وسيتم صرف المبلغ المتبقي تدريجيا على مدار مدة البرنامج، رهنا بإجراء مراجعات نصف سنوية، بحسب بيان أصدره صندوق النقد الدولي بهذا الخصوص.
ويتضمن برنامج الإصلاح الاقتصادي الذي تنفذه السلطات الموريتانية بدعم من الصندوق، مجموعة من السياسات الشاملة الهادفة إلى:
– تحسين إعداد الميزانية المتوسطة المدى للحفاظ على الاستدامة المالية، وتخفيض الدين بالتدريج، والحد من تقلبات إيرادات الصناعات الاستخراجية، وحماية الإنفاق الاجتماعي؛
– تعزيز إطار السياسة النقدية وسياسة الصرف الأجنبي وتطوير أسواق المال والصرف الأجنبي لتعزيز السيطرة على التضخم وضمان مرونة أكبر للاقتصاد الموريتاني في مواجهة الصدمات الخارجية؛
– القيام بمجموعة من الإصلاحات الهيكلية المصممة لتعزيز الحوكمة والشفافية، كما تشمل القطاع الخاص من خلال تحسين مناخ الأعمال والشمول المالي.
ولمواجهة التحديات التي تشهدها موريتانيا، يهدف البرنامج إلى المساعدة في الحفاظ على مستويات من الاحتياطيات فوق عتبة الكفاية تمهيدا لمزيد من المرونة في سعر الصرف، وتعزيز أطر السياسات، وتشجيع النمو المستدام.
وستساهم الاتفاقيات أيضا في تنمية رأس المال البشري، والحد من الفقر، ونمو القطاع الخاص.”
ولاحظ الصندوق تسارع معدل النمو الاقتصادي في موريتانيا خلال عام 2022 بفضل دور القطاعات الاستخراجية في المقام الأول، مشيرا إلى الدور الصارم للبنك المركزي الموريتاني في مجال السياسة النقدية في عام 2022 لاحتواء ارتفاع التضخم والحفاظ على سياسة نقدية صارمة، بالتناسق الوثيق مع تنفيذ الميزانية مما يعتبر أمرا ضروريا لإدارة السيولة في النظام المصرفي بفعالية وخفض التضخم.
ويبرز الصندوق في هذا السياق “استراتيجية السلطات لحماية الاستثمار في البنية التحتية والإنفاق الاجتماعي للمساهمة في نمو أعلى وأكثر اخضرارًا”.
وتشكل الترتيبات الجديدة التي تبلغ مدتها 42 شهرًا بموجب التسهيل الائتماني الممدد حزمة موثوقة من التدابير لمواجهة التحديات التي تواجه موريتانيا.
